Barangay Taloy Sur is located at the western part of the municipality. It is bounded on the North by Barangay Taloy Norte; on the east by Barangay Poblacion and Tabaan Norte, on the west by barangay Taloy Norte & the municipality of Pugo, La Union and on the South by Barangay Tabaan Norte. It has a total land area of 2,368.47 hectares and is generally hilly and mountainous. It has a total population of 2,681 with 477 households as of 2010 census of population. It is inhabited mostly of Ibaloi and Kankanaey Tribes. The principal source of income is farming.
Taloy Sur has three (3) Elementary Schools, one (1) High School, two (2) Day Care Centers, one (1) Barangay Health Station, a Barangay Hall and eight (8) Chapels of different religious sect.
Taloy Sur is blessed with natural water sources, like springs and creeks which serve as the source of various water work system. Materials and human resources are also available. It used to be host for various view decks established by the Department of Tourism; however, these facilities were not maintained. Presently, several telecommunication companies have established their cell sites within the area. The barangay also hosts five (5) subdivisions but only three have on-going development.
