Barangay Poblacion is located at the North eastern portion of the municipality. It is bounded on the North by Barangay Tadiangan; on the east by City of Baguio; on the west by Taloy Norte; and on the South by barangays Tabaan Sur & Camp Four. The Barangay has a population of 5, 958 with a total of 1,176 households as of 2010. It has a total land area of 4008.41 hectares and it is inhabited by diverse cultural groups such as Ibalois, Kankanaeys, Kalanguya, Ilocano and others. The principal source of livelihood is farming other sources are employment and micro-business, among others.
There are two Elementary Schools located at Poblacion Proper and in Kabuyao, and a National High School also located at Poblacion Proper. The main health center is located in this barangay catering to the Poblacion residents and all the constituents of the municipality.
The Barangay has an irrigation system for the farm and domestic use which supplies the sitios of Badiwan and Poblacion Proper. It is also in this Barangay where two reservoir, (one for rain water catchment and one for treatment) of the Baguio Water District is located. However, only few residents availed of the services of the utility.
Aside from being the seat of the municipal government, it is also the host to various telecommunication facilities including the radar, which are all strategically located atop Mt. Kabuyao and Mt. Sto. Tomas. It is where the highest peak in the municipality is located at 2,252 meters above mean sea level, where one could see the panoramic view of the City of Baguio, the South China Sea, Lingayen Gulf, and part of Ilocos Region. Stations of the Cross were strategically installed on a knoll at Kabuyao and were declared as a Pilgrimage area by the Vicariate of Baguio and Benguet. A religious monument dated in the late 1800s which is also installed at the highest peak. Barangay Poblacion is likewise the site of the first viaduct and rock shed to be constructed in the region.
