The Local Government Unit of Tuba successfully conducted its Executive and Legislative Agenda (ELA) Workshop last September 29 to October 1, 2025, at Paradiso Beach Resort, Aringay, La Union.
With valuable insights from DILG-CAR Resource Speakers, Mr. Ruperto Maribbay Jr., Assistant Regional Director, and Mr. Kliene C. Chunanon, OIC Division Chief of the Local Government Capacity Development Division , the three-day activity served as a platform to strengthen collaboration between the Executive and Legislative branches and to set Tuba’s strategic direction for 2026–2028.

During the workshop, the LGU formally adopted the development agenda dubbed S.I.H.A.D. T.U.B.A., which stands for:
S- Smart Municipality
I- Inclusive and Resilient Community
H- Healthy Community and Sustainable Environment
A- Agricultural Development
D- Drug-cleared and Safe Community
T- Tourism Development
U- Unified Leaders – Good Governance
B- Business-friendly Municipality
A- Amplified Education
These nine pillars serve as the guiding framework for the LGU’s Executive and Legislative Agenda for 2026–2028—anchored on a shared commitment to good governance, participatory planning, and sustainable local development.

The ELA aims to:
– Align local goals with national and regional development plans;
– Translate long-term strategies into actionable programs and policies;
– Strengthen collaboration between the Local Chief Executive and the Sangguniang Bayan; and
– Promote efficient, transparent, and inclusive governance.
Through S.I.H.A.D. T.U.B.A., LGU Tuba continues to forge a smarter, stronger, and more resilient municipality—united in purpose and driven by progress. / Heny-C Mae Sim
